No, is isn't required to stay on, but I have all of my birds' bands cut off. Mine always seemed to fiddle with them out of annoyance.

Leg bands are useful if the bird escapes outdoors and then is found again - then the band number serves as an ID to prove that it's your bird. But otherwise it's not helpful. It can get caught on things causing injury or even death, and some birds are annoyed by it. To remove the band it has to be cut off which needs to be done by a vet, because it's too risky to try and do it yourself.
