If they're breathing normally I don't think you're seeing the dangerous kind of tail bobbing. That's when the bird is working so hard to breathe that it makes the tail go up and down.

Now Kaylee has been acting kinda weird... Like now she bites harder than usual and when I get home she looks like she has been hypnotized.
Now that's starting to get cold I cover the cage with some cloth at all time but not completely covering the cage so is there anything else I need to do?

It's possible that covering the cage is making her hormonal, because an enclosed space will feel more like a nestbox than an open space does. That might be the reason that she's biting harder.

If the temperature is warm enough for humans to feel comfortable, the birds will be comfortable too. When the temperature changes it will take them a little while to adjust to it, just like it does with humans. Wild budgies live in the Australian Outback where the winter temperatures can drop down into the 40s or even the 30s at night, so they can take cool temperatures as long as the change isn't too sudden and drastic. So you don't need to keep her covered unless your house is exceptionally cold.

Oooh, that explains it ...Cool! I thought the Australian Outback is hot in the morning and a little cooler at night but didn't expect that!
My mom still complains about them being loud so she covers them up =/

The Outback has seasons just like we do. It's reversed of course - they're heading into summer right now and we're heading into winter. But they're far enough from the equator to have definite temperature differences in different seasons. This link shows the average temperature for each month for several Outback towns: http://www.outback-australia-travel-sec ... tures.html It's in Celsius not Fahrenheit so it's warmer than it looks lol. But Alice Springs for example has an average low temperature in July of 39F. And that's the average, so half the time the temperature will be even lower than that. Their average high in January is 97F. It's actually a bit cooler there overall than it is in Tucson. There are online metric conversion calculators that make it easy to translate C into F.

On Friday, Sunshine and Kyle Made some progress!
Sunshine can step up both feet and so does Kyle and he doesnt bite hard when I put my finger in front of him !!

That's great news! Sounds like Kaylee turned out to be a boy lol. Kyle is a cute name for a budgie.
