Was this picture taken before or after you fed him? The skin still looks red in the picture and the crop looks small.
Some questions:
Do you have a gram scale where you can weigh him?
If so, how much does he weigh when his crop is empty?
How old is he?
What brand of formula are you using?

The skin still looks very red which is a sign of dehydration. So feed him some more. I'm not an expert and it's kind of hard to judge, but he looks kind of stunted to me, although his feather development is decent. Ideally you would feed 10% of his body weight at each feeding, but without a scale we can't tell how much that is. So just feed him until his crop nice and full, about the size of his head. Normally the crop would be filled even more than that, but overfeeding causes problems and I think it's best to feed him a little less at a time and feed him more frequently.

The thickness of the mixed formula should be similar to applesauce - thin enough to run off a spoon if you tilt it, not too fast and not too slow. With Exact, that's probably going to be about a half and half mix - for example one teaspoon of powder mixed with one teaspoon of water. If it seems to thick or too thin, adjust the mixture until it seems right.

How is the baby doing today? Maybe you can add a little coconut water to his formula to hydrate him.

He is doing horrible! I can't get him to eat at all. I don't know what to do. He is still red. He won't open his mouth to eat, even when I tap. I can't ever get his crop fuller then the picture above. He isn't even swallowing well at all! I got up at 2:00 a.m. to feed him, but I couldn't get his crop full at all. He looks even weeker this morning then he did yesterday! What am I going to do? My mom thinks its my fault that the chick is in this state and she said that if it doesn't get better she's going to sell all of my birds! :o :( :(

Try to make the formula a little hotter. It might be too cold for him.

And make sure there is coconut water added. He needs to get hydrated ASAP!! Are the parents feeding him at all? Is he with them? If so, you can remove him from them. They will only make things worse

I am not sure if you already did this after the pictures but it would also help if you can clean the whole beak after the feedings :)

I also want to mention that this is NOT your fault at all! You need to explain your mother that this was natures choice. If this happened in the wild, there wouldn't be any human out there to save him.

Just try heating the formula up a little more and let's see how it goes.
