Try moving the food a little bit further out of his reach so he has to put up the other foot too. If you can do this while he already has one foot up and is nibbling, he'll be less aware of the fact that he's actually putting both feet on your hand and will probably be less nervous about it.

You can make it easy for him to reach the food sometimes and harder at other times. One of these days he'll be used to the idea enough and motivated enough that he'll step up with both feet. It's OK if he gives up and walks away sometimes because that tells him that he has to do more if he wants to get the millet. But you also want him to get what he wants sometimes, so he doesn't give up completely and stop trying.

Yeah, sometimes if he can't reach it I'll be like fine you can have some . Then try it again but this time just out of reach till he steps up with one foot. This is going to take a while, but I wonder how long months or years?

It all depends on the bird. But if you work at it frequently, days or weeks will be more likely than months or years.

I'll try as much as I can because school is just next month!

BTW Kaylee was regressing a bit, she bit my finger when she couldn't reach the millet and my finger was in the way.So I closed the cage door for a few seconds and tried again and again, but she didn't even step up once! I rather have Kaylee stepping up Sunshine's way than to ignore stepping up.

Sunshine stepped up a few times his way.

When birds are in a bad mood, it's often best to just leave them alone and wait until they're in a better mood. That way you're not giving them a chance to practice bad behavior, which is likely to happen if you keep pushing when they don't want to cooperate.

Sometimes you can get a bad-mood bird to switch to a better mood by doing things that they like. But right now probably the only thing you can do that they would like is to give them the millet spray without asking them to step up. You could do that very briefly (like one or two bites) just to get them interested, but after that only give them millet if they cooperate. If they get too much free millet they will (1) get full and not be motivated to step up, and (2) learn that they can get lots of millet by misbehaving.

When a bird bites your finger because it's in the way of the millet spray, you can move your finger away but be sure to take the millet spray away at the same time. Then wait at least a few seconds before you pay any attention to her or bring the millet back. You want to teach her that biting makes the treats disappear!

I tried your way and got her to step up 2 times.

Today, she lost her tail feather ,but she also has one more, and her tail feather the one she lost, she started chewing on it like a toy! I used that to lure her outside into the room and she flew around a bit then I took her back in the cage.

BTW today, I went to my grandparent's house and they told me to set the budgies and betta fish free!
"So they will have freedom , but right now they are in a cage .."What if you don't have freedom and have to stay in a room your whole life" blah blah blah..

I will only let them go if they are in their native country because they might not have the things they need and what if it's too hot or cold, and their food! I don't know what to do.

Don't set them free! I can't speak for the fish, but the birds were raised in captivity and wouldn't know how to survive in the wild even if you released them in their native habitat. With parrots (including budgies), a lot of their survival skills are learned by watching their parents and the rest of the flock, and a pet bird hasn't had the opportunity to learn this stuff. Turning a pet bird loose is usually a death sentence for the bird, and it's often a slow and painful death too. I've seen reports on other forums where someone's pet bird escaped and was found a few days later, and the bird was EXTREMELY happy to be back indoors with its owner.

Your budgies don't have the freedom to fly anywhere they want to like a wild bird does and to breed whenever they want to. But they're also much safer than a wild bird is, and are expected to live a much longer life. They have an endless food supply, they're protected from predators and bad weather, and someone will take care of them if they're sick or injured. Our pet birds lose some things by being with us but they also gain a lot, and if they understood all this and were given the choice, I'd bet that a lot of them would choose to be pets instead of free birds.

I've heard that the long feathers of the wing and tail have a nutritious "marrow" in the quill and that's why birds like to chew on them. It's probably fun to twiddle them around too.
