Can you get a better photo? Carolyn will be on soon so it's best you get a good picture so she can see exactly what's going on.

My suggestions: vet trip. Hope all is well with her.

Can't quite tell what it is, because of the blur. You might want to take her to a vet though to get it checked out, before it has a chance to grow (some people make the mistake of letting it get too big, and then there is no way for vets to remove them).

If she has any symptoms of illness. Get it checked out. If it's a tumor it can be very harmful if not taken care of right away.

All tumours are life threatening right.Someone from talkcockatiels said its probably just her shoulders.Does Rio have bones sticking out on his wings near the shoulders.

He does. But they are normal. You described yellow as in puss so I got worried. She might be fine after all.

Yes the yellow was actually pin feathers the feather is almost ready to come out thats probably why its visible because maybe she lost some feathers in that area and now they are growing back.

I can't tell anything from the picture, but one possibility is that it's a feather cyst. Keep an eye on the situation and if it doesn't resolve itself soon you need to see a vet. If it really is a tumor it's not an emergency because it takes time for them to do their harm, but you shouldn't let it go too long either.
