Coco was on my hand while i was petting him, i had my ipad on the table. Coco then jumped on the ipad and the ipad fell backwards. I thought he had just gotten scared because he jumped right after it. But then i realized, he was standing on just one foot. I picked him up and his front toe looked bent, and he didn't want to get his foot out of his body.

Do you think his foot is broken?

I think he's just ready to take a nap. Healthy cockatiels sleep with one foot up in their feathers. I see him puffing up a tiny bit which also implies that he's tired. Cockatiels take a couple of naps throughout the day.

At the angle it's at, I can't seem to see any problems with the foot. It could just be a little sore right now. Like how we injure something, and so we hold it a certain way so it doesn't hurt as much?

Just last night actually, Lucy got startled from something, and flew around my bedroom, before hitting my closet door. After I got her off the floor, I noticed she was holding her right wing a little lower than her left. So I decided to let her rest on my laptop (that's where she wanted to be, for some reason), so I could monitor it, to see if she's showing any signs of a more severe injury, and then eventually put her back in her cage for some rest. This morning, I looked at her, and her wings look fine, as if nothing happened.

So you might want to give him some time, to see if he's showing any signs of further pain, or anything of the sort.

i'd say give him some time and if he doesn't improve, take him to vet.

I think he's improving? I mean, he doesn't do it that often any more, but he doesn't look like the healthiest bird, right?

just give him some time to heal, don't disturb him much.
Once Trillie was hit by the ceiling fan (on low speed), the foot wasn't broken, but he was favoring it for quite a long time. He completely healed but not immediately.
I would say that on video he looked odd.

Cockatiels can stand on one foot just about anywhere lol. It does look like maybe it was a little bit painful but it's probably not broken. He might get over it very quickly, or if the foot is bruised it might continue to be sore for a few days. If it starts to swell up that's a trouble sign, but this probably won't happen because it seems likely that it's just a minor problem.
