There was bleeding so it sounds like something was cracked or broken. Something bad happened the last time you did something with her so she doesn't feel to good about you right now, but you can use positive reinforcement to help overcome it. You can work on the step ups after she's gone back to acting normal with you, but obviously you need to go slower next time so you don't startle her again.

Its the perch that frightened her so I will be brave and use my hand for now on and if she dosent wanna step up ill leave her alone. And yes the tip off her beak broke thats why she was bleeding.

It's possible then that there isn't a crack, and it would be really great if there isn't one.

After everything gets back to normal you can desensitize her to the perch if you'd like to teach her about that too. Stick step-ups can be very useful with a bird who's gone somewhere hard to reach.

You start out by showing the perch to her at a distance that doesn't scare her (even if that's completely across the room) then you work on gradually moving closer. When you can't get close enough for food rewards, an alternative way to reward her is to make the stick go away - you turn and walk away, taking the stick with you. Then come back and do it again lol. Taking short breaks like this helps take the pressure of her since you aren't slowly creeping up on her with the stick in your hand, and it makes the process more active and interesting. When you get close enough to deliver rewards, you can reward her for not freaking out. Any time she starts acting nervous you back off and work at a safe distance for a while until she lets you come closer.

cage.... wow it hurts as they hold on and don't let go...
I handle them with a soft glove on my hand it helps...

I'd imagine a parrotlet bite can hurt a bit. From what I've seen, a parrotlet's beak looks to be the size of a cockatiel, if not slightly bigger. It'd hurt more than a budgie bite, I'm sure of that.

I just now realized, Lucy is the first cockatiel that's ever bit me, and there's a chance that she didn't even use her full strength on me, which is why it just feels like a little pinch to me.

Though I guess it's a good thing, because I've seen cockatiels draw blood before.

Good, I'm glad she's doing better. Is she acting normal toward you now?

No she puffs her feathers up when I walk up to her but she still takes treats and stuff from me.

If she's accepting treats from you then she'll probably get over it.
