That is when you corner him, and eventually get him to step up. It sounds bad, but he will realize that you're not trying to hurt him, and that your hand isn't that scary.

What if he just walks over my hand or climbs to my shoulder.

Lucy's done that too, but he would at least learn to step up on your hand first, and that would work towards getting over his fear.

It's a little bit negative, and that's why you need to be slow and gentle about it, so he doesn't feel like he's being pursued by a predator. When I'm working with a new bird who's down on the floor, I'll sit down on the floor to make myself look smaller, and go after him by scooting slowly across the floor on my butt (not on hands and knees because that looks too much like a four-legged predator stalking). I also just glance at him occasionally, not stare at him intently because that's what predators do just before they pounce. You have to make it as nonthreatening as possible.

With cockatiels on the floor it always works well to herd them slowly toward a corner. They'll usually keep walking away from me as long as there's open space in front of them, but once they reach the corner they can't move forward any more so they're often willing to step up.

It's also good important to NOT try and catch them in mid-flight. Usually, I don't move at all until they land, because that seems to scare them more.

Good point. When you go after a bird that's flying it's a pursuit, which is scary to a bird that hasn't learned to trust you. Depending on how you do it, it can sometimes be scary to a bird that HAS learned to trust you. Trying to snatch a bird out of midair is pretty much the ultimate predator behavior.

Joey gets scared if I do so much as turn around, so I make sure to stand still until he does land. He hasn't really gotten there, but he's flown to me voluntarily a few times. Like Mango, he's afraid of my hands.

When I had budgies one of them was flying and I had my hand up and he flew into my hand and was knocked out on the ground and I was very upset I thought he died also he wasn't tame but he let me rub him and stuff while he was lying down on my bed and when he got back on his feet about 10 minutes later he was still letting me touch him and then back to biting after that and awhile later I actually did lose one of my budgies he had a heart attack. So that could of been two budgies dead one after another.
