If Silver flies away from a bad situation, clipping means just forcing him to stay in a place where he does not want to be. He must already being feeling unsettled, taking away his capacity to escape when he's unhappy wouldn't be very fair. Maybe if you try to spend time just with him and find a cosy spot where he feels more happy would work better.
Just my opinion, that's how I dealt with the tiels who are more likely to be bullied... They have their safe spot in a different room, it worked wonders!
