A plain lutino shouldn't have any green, since melanin pigment is involved in making green and lutinos don't have visible melanin. However it's conceivable that a cinnamon lutino could have a tinge of green. When cinnamon and lutino are combined, somehow this makes it possible for a faint wash of melanin coloring to become visible. In cockatiels this is mostly visible on the flight feathers and tail feathers, and this is probably the case in budgies too - a cinnamon lutino budgie is called "lacewing" because you can see a faint pattern of wing markings. But in some cases the coloring is stronger and you can see faint brownish coloring all over a cockatiel's back. If this happened in a budgie you would see faint blue or green coloring in the places that normally are green.
