what happens if the parrot is thinking to take a nap or just sitting doing nothing and having a downtime when the owner comes as a storm with the plan to take him to store, wherever else? :) (that's rhetorical question)

Most parrots would probably choose an exciting trip over a nap. But if the owner can see that the bird really, really isn't in the mood for it, a smart owner would decide not to take the bird out after all. Trying to force the issue is a good way to get bitten.

Yes exactly I dont take Rocko and Loki out if they dont want to and sometimes they dont they have never not gone out on a sunny day though they love going out in the sun.And they get plenty of sleep and they dont take naps in the day but they do later.

Quite often when a bird isn't in the mood for something, there are things you can do to change their mood. If the bird is sleepy and grumpy you can talk to him and feed him a few treats and do anything else that he enjoys for a while. Then when he's wide awake and cheerful you can bring out the harness and it's likely that he'll be willing.
