A lot of predator birds use their talons to catch their prey, and hands are the closest things we have to talons, then it's possible that it's the bird's instinct to watch out for them.
However, I've seen the fear develop more off of the bird's experience with hands. If they haven't had any handling outside of being grabbed and taken somewhere else, then it would be understandable as to why they're afraid. Yeah like how people in pet shops or breeders grab them to give them to their new owner.
