Some species molt before the breeding season so they have pretty new feathers to attract a mate. Others molt after breeding season, because nesting tends to mess up their wing and tail feathers and they need to be replaced. I have no idea which one would be more likely for plumheads. There's probably more information available on when IRNs molt, which might be an indication of what you can expect from plumheads.
Even if you don't tug hard enough to hurt him, he probably won't like being handled that way. The best thing to do is to just work with the situation you've got until it changes naturally. Try to think of ways that you can use his lack of flight power to your advantage, and work with that while you've still got the opportunity.

Yeah Plum heads moult before breeding so he should be moulting soon ill easily notice little green feathers on the cage floor lol.
