I'm a little rusty with socializing budgies. I've had one for so long, I forgot. I've had the two cages sitting next to each other for a few weeks since the quarantine broken post and I think they are ready to go together, as Poppy has some serious separation issues from Specky. Now, do I need to change the cage a little to avoid territorial issues? I've been letting them out together and they just fly around. They don't really socialize while they're out though, mostly just fly. And I think part of the reason is because Beck has a romance for his star toy. He will sing, bite, chew, get scritches from and regurgitate to it. Do I need to remove it? I wonder if it will make him sad if I do. He loves it a lot.

If he has a romantic attachment to the toy there could be some jealousy/territory issues when another bird moves in. You don't have to take it away permanently, but maybe don't have it in the cage at first, and let him play with it when he's out of the cage. After they've gotten used to cohabiting you can decide whether it'll work to put it back in the cage.

To get them used to being in the same cage, maybe put Beck in Poppy's cage at first so Beck's territory isn't being invaded, then later move them into Beck's cage if that's your ultimate plan. Beck is the older, more established bird, so he's the one who's most likely to be offended by an intruder. You need to avoid triggering his territorial instinct if possible.

Alright, so I moved Poppy in Beck's cages, and he played daddy and baby for 15 minutes, but Poppy is in that stage where he wants to explore with his beak, so when the parent game was over, he went to Beck's favorite star toy and took a bite. Beck did not like that at all. And decided Poppy wasn't even allowed on the biggest perch in general. I really don't want to, but do you think if I remove Beck's start toy, will he mellow out? I think I may re-arrange the perches one more time again too.

You can take the star toy out, at least temporarily until they get used to living together. You could make it an out of cage toy in the meantime, so he can still visit with it while Poppy will probably be off exploring some other part of the room.
