Oh, I know Lucy understands me, because when she's being well behaved and I say "good girl", she immediately goes and does something she's not supposed to do. I'm sure I say this too much, but she is the face of destruction compacted into a tiny body.

I can ask Dudley a yes or no question, and he will respond accordingly. It's always a head bobbing for yes, and rubbing the beak against the bars fo no. He also seems to be capable of knowing when we mess up, be it mentioning that we've forgotten something, or actually do something stupid. How do I know he can tell? Because he'll laugh, even when there's no one there to laugh at you. :D

I get that. I would love it if Dudley would trust me enough to step up onto my arm. I'd love it if he would step up for anyone. even if he's on the floor and my hand is just in the distance, he'll try to attack it like its something horrible.
And since this has been going on for well over 10 years, it's a hard habit of his to break. First thing to do is somehow boost his confidence.

He's an intelligent being that is hidden inside a shell of a scared and misunderstood bird, and trying to help him has been proven difficult.

Could you work on getting Dudley to step up on a perch that you're holding in your hand? After he gets used to doing this you could work on gradually adjusting your grip on the perch so the hand slowly gets closer to him.

Probably, but I would have to stick the perch through the bars, because he would aim for my hand regardless. If anything, I need him to get used to hands being closed to him. He's tried biting me while I hand him treats. Intentionally, too. I would have to put the treat in the way so he bites it instead.

One way to deal with a bird that goes for the hand holding the perch is to get a two-liter plastic soda bottle and cut off most of the bottom part. Then stick the perch through the hole that you normally pour the soda out of, with your hand inside the plastic bottle so it serves as a hand shield. Sort of like the hand guard on a sword lol.

I sing a lullabye to my birds before I cover them for the night. They have such cute looks on their little faces during the lullabye. Clearly, they know exactly what it means: I love them, and it's bedtime. And, they care about it. At this point, it would be kind of insulting to them if one night I just decided not to sing to them and just cover them.
