I mean, it depends on the quail when it comes to releasing. Obviously if you get the eggs from the store or something, releasing would be a bad idea since they would be a breed of domestic quail meant to be kept in captivity (because some quail have also been selectively bred to produce eggs like chickens have).
And even if it were a native species of wild quail, you'd have some trouble getting the imprint off them, since they'd be so used to people at that point, and the easiest way to do that would be to hand them over to a wildlife conservation place.
You don't hand-feed a quail like you would a parrot. Instead, you teach them how to peck on the ground to feed themselves. When my mom would raise quail, she'd do this with something like a pen or pencil to mimic the pecking, or just with her finger (though that can sometimes be hard when they learn that your hand is warm and try to climb in every chance they get.

Honestly if they want to incubate quail eggs and raise quail, their best options are to either keep them as pets or re-home them to someone willing to take care of them.
