Put a thick cover under their cages.....
A good thick fleece over 3 sides of the cage
If you've not got thick fleeces.. put a couple of covers
3 sides.....
I use a Dyson heater...all threw the winter....
No ill effects on my birds.....
Just keep them well covered and no drafts
on them.....I'm sure the will be fine....

We have had no power outage so far and I don't think we will have one
I have huge oak tree in the front, some branches are very low under the ice but I hope they won't break. We will have more precipitation but I believe it will be rain, not ice.
My birds sleep in the tall large cage, and I realized yesterday it's not easy to wrap anything around because of the size (and of course, they didn't miss an opportunity to panic when they saw a different blanket LOL) . Cage size needs to be considered in the future if there are problems with heat. I have a small cage that would be perfect to wrap.

What kind of heater is Dyson? (what fuel does it use?)

In general, the recommended space heaters to use with birds are oil-filled or ceramic, since they never have parts coated with Teflon (PTFE). However they usually run on electricity and won't be any good in a power outage.

I have one electric oil radiator (convector).

Like tielfan said, it's usually a dramatic drop in the temperature that causes any potential issues. My birds are outside all year round and sometimes we have sudden cold snaps. They tend to be fine. I don't think the temps inside your home would fluctuate enough to be a concern :)

to me, sleeping all of a sudden in the +10C house is rather drastic change from being used to sleep in the +21C house (if we have lost power)

I hate this kind of weather! after some ice, it was raining for many hours, all night thru, with temperature being just above freezing. I just picked up dead bird in the front :(

Have you considered purchasing a king size duvet,
which you could wrap around the cage hold in place
with pegs.... just keep it for emergency.....

I haven't. We don't have emergencies that often. Actually, since 2005, I haven't been sitting without electricity in winter at all. Maximum was 2-3 hours but of course it can happen anytime.
My friend told me that in newer subdivisions (where she lives) electric power lines are all underground. I am in the older one, and our power lines are high above.
