I live in a climate that's very similar to the Outback, and the only way any animal here could go without drinking for 14 days is if it's eating something that's juicy enough to provide moisture. Which basically means eating other animals, because the juicy plants around here have very effective defense systems (thorns or toxins). I can't find any reliable information on how often budgies drink in the wild, and I'd need to see some serious evidence (like a scientific study) before I'd believe they can go for two weeks without water. In an arid climate, just simply breathing sucks a lot of moisture out of the body, and it's worse if you're doing something strenuous (like flying around).

Soaking a bird with water can be an effective way to temporarily stop it from flying, but with a tiny bird like a budgie there's a risk that the force of the water coming out of the hose would injure the bird.

I wouldn't dare using a hose on a budgie, either.
thanks goodness, we don't need any proof on what he says, I mean this info can be left alone without further speculations. what I mean is that none of us is in need to proof it or proof an opposite
There was couple of 105F days just recently. I did provide lots of water for outdoor birds and I saw them coming to drink a lot.
