Some of my males make a similar sound when they're feeling territorial and want another bird to leave the area. Buster usually does it to Mims when he's feeling a bit hormonal. He apparently thinks she is a rival for any good nesting spots in the vicinity. He shrieks and shrieks and she just ignores him. Squeebis tends to do it to any bird that gets too close to his beloved Teela. Maybe the computer isn't doing justice to the sound, but my guys are louder and more obnoxious than Tsuka. They've had more practice of course.

My boys do it at scream volume. Tsuka may not be as loud as they are but it sounds like he's using it for similar territory/mate defense purposes - to tell the lovebirds to get away from his cage, and to tell the camera to get the heck away from Dally. It'll be interesting to see whether he starts ramping up the volume after he's had more experience with this noise.

Some males are louder than others and maybe Tsuka is one of the extra-loud ones. I can't really tell on a video.
