Weird, isn't it? The budgie in the breast pocket is SO adorable though. This is the url for the video:

"this ad is the service about telling the NEWS by budgie on your shoulder, so your both hands are free! but the NEWS need to tell for budgies every morining(mistaken telling make budgies mistaken underdtand). this service will go 2030 at Shizuoka in Japan."
Apparently this means that someone is reading the news to budgies and the budgies then pass it along to other people, but if the newsreader makes a mistake the budgies will give incorrect information. I don't know what actual product is being promoted here since the budgie-on-shoulder news service is obviously impractical.
