Only 3 months old. Whenever my budgies get excited, they masturbate. Must be a flaw in the design of budgies.

OMG. He's awfully young for that! Although I've heard of cockatiel babies mating with their siblings as young as three months, and I've had my own babies do it at five months. So I guess he's old enough. Time must be flying, because I thought he was more like two months old.
