Based on what I see in my flock I think it's a genetic trait that some cockatiels have and some don't. Shodu and all her children use their foot this way but my other tiels don't. Lucy is Shodu's daughter so I'd expect her to be a foot-user, although I never actually noticed whether she did it or not.
I suspect that using the foot as a hand is a trait that cockatiels are evolving away from. Birds that feed in trees need the extra handling capability but birds that feed on the ground don't need it because their food isn't going to fall very far if they drop it. Cockatiels are ground feeders but their ancestors may have been tree feeders. The tiels that do use their foot to handle objects are clumsy, not skilled like the bigger parrots.
My birds mostly use their feet to handle certain types of food. They do play with foot toys but they don't use their foot for that very much. Instead they like to pick it up with their beak and throw it on the floor lol.
