how are they used? do you stick then between cage bars or lay them flat?

Depends on how big you want the holes. If you want them really small, you could try needles or thumb tacks. Not sure how you could make bigger ones than that, though...

I drill holes in popsicle sticks using an electric drill and a thin bit. It works pretty well.

They can be drilled holes to hang or just put them on on a platform or empty dish used 4 foot toys or bottom cage if your bird likes to play at the bottom of there cage. Or on ur bird when theres out of cage playtime.
