Something bad happened the last time you did something with her so she doesn't feel to good about you right now, but you can use positive reinforcement to help overcome it. You can work on the step ups after she's gone back to acting normal with you, but obviously you need to go slower next time so you don't startle her again. Its the perch that frightened her so I will be brave and use my hand for now on and if she dosent wanna step up ill leave her alone. And yes the tip off her beak broke thats why she was bleeding.

I'd imagine a parrotlet bite can hurt a bit. From what I've seen, a parrotlet's beak looks to be the size of a cockatiel, if not slightly bigger. It'd hurt more than a budgie bite, I'm sure of that. I just now realized, Lucy is the first cockatiel that's ever bit me, and there's a chance that she didn't even use her full strength on me, which is why it just feels like a little pinch to me. Though I guess it's a good thing, because I've seen cockatiels draw blood before.
