You know, cockatiels can be prone to night frights, and that may alter their behavior the next morning, after it occurred. Since they share a cage, it's possible that one had a night fright, which was enough to scare the other one. A good way to fix this is to cover them up at night with a sheet, so they're not able to see what might be scaring them.
Birds are also not the best adjusters to sudden change, so if something in the house changed, or something about your daily schedule changed, it could affect them more than you think. Best talk to Carolyn about it though. She might know better as to what could've happened.

It is most likely because of the dog. Dogs are natural predators, and cockatiels are prey birds, so they are naturally able to tell what is a predator.
I had this same problem. I have a small dog who likes to stare at my birds, and I'm watching someone else's dog, who... While harmless, is still intimidating by his size. Progress with trying to work with my Lucy became much slower because of having dogs near her cage. That's why I took her to my bedroom, without the dogs being there. The one-on-one time made it much easier for her to bond with me. Doing the same would probably help things with you and your bird. Give some one on one time with each of them (just not at the same time), in a room where only you, and one of the two birds are in. Spend a few minutes in that room with them each day, and you will notice improvement.
