I saw your post about your parents not letting you have a bird inside. Trust me, I really have all of the experience of parents not allowing pets in the house.
Can you try and find out all of the reasons why they aren't allowed?

I have the Honeywell air purifier and it isn't expensive and it really does get rid of all the dust. I haven't had allergies since I bought it.
We need to figure out all the reasons they don't want them inside the house so we can help you approach your parents. Can you try to ask them if there is anything else?

Your aunt might've had an allergic reaction. Asthma can not simply be "caught" by birds. It may be triggered, if they are allergic, but allergic reactions are not inherited, in any way. I highly doubt the baby was lost because of the budgies, as well, since that seems highly illogical. Sounds like your mother has a phobia (irrational fear) of animals due to her experience, and is using those excuses to keep the animals from being in the house.
Try and search up articles and such, about the use of air purifiers to keep the air clean when there are animals in the house. Keeping the animals clean themselves, will also prevent allergic reactions. If you have a room in the house, that your mother can have the option not to go into, you can keep birds in said room, and keep the door closed. That way, the birds can be in the house, and your mom doesn't have to experience them.
At least convince her to try and use an air purifier. She will never know whether or not something may work, unless if she gives it a chance.
