Well.... That's interesting.
Training eagles, as well as any other kind of bird of prey, is very different from training parrots. The best chance he has at taming that eagle learning about the sport of falconry. That would teach the eagle to hunt for only certain kinds of food, and also come back to you without a leash.
But from what the email said, it sounds like that eagle might be in some bad condition, considering it's stuck to a leash in the person's yard. Eagles hunt, it's what they do. No amount of feeding will suppress their need to go out there and find something to kill and eat. Another reason why it may be killing so many people in the neighborhood though, is because it's not being fed enough. All birds have a high metabolism, and birds as big as bald eagles would need a LOT to eat.
The easiest way to answer that email is to tell them that you don't have any experience with birds of prey, and that you are simply a parrot trainer, because parrots and eagles are too different from each other, to be using the same techniques. The best chance that person has to training the eagle, is by looking into the sport of falconry.
However, if I were you, I think it may be better to not answer the email at all, and call the police or local wildlife rescue about the email. They could possibly track it to the person through their email address, and get the eagle into a better place, possibly releasing back to it's native habitat, or putting it in a preserve.
