My sister said when she goes into the shopping center when shes on her lunch break hes always there and she said he has a bigger cage at home.

You could also talk to the animal control agency to see whether they're breaking any laws about proper animal care. You could also talk to the owner of the shopping center telling them that the bird isn't being taken care of properly and they should ask the tenant to do a better job so it doesn't reflect poorly on them.
