part of the yard is fenced for my rabbits (stakes are the fence, sorry for bad pic). He is by the tree between the fence and the street. He could possibly walk towards the house to find a better shelter but he can't because the fence is on his way.

at times I have tons of small birds eating in my yard (sparrows, doves, cardinals), but at times it's totally empty. Today is such a day. Damn wind.

He might not be able to fly because it's too windy. I've seen strong winds blow adult doves backward when they try to fly.

Is there a low branch in the tree that you can reach? He might be safer there than on the ground.

I don't think he is supposed to fly yet! he either just fledged or fell out even earlier than he should. They spend several days on the ground before they fly.
Do you think he would be able to balance on the low branch in this wind?

I am much more concerned about him not being fed.

If I put him in the basket and hang the basket on the tree, do you think parents would find and feed him?

he is not sitting anymore, he is lying on the ground and doesn't escape from me which means he is in a bad shape.
What can I feed him???

You can buy food for baby birds at pet stores. there's usually instructions on how to prepare it. Might want to use that emergency feed that Carolyn's suggested.

There are many different ways of feeding a baby dove, but they don't just open their mouths and wait for their parents to put it in there, like other birds. The parents open their mouths, and the dove sticks his head in there to eat the food that the parents regurgitated. What I've found most effective when I was raising a dove, was use a feeding syringe, but gently it's beak between the finger and thumb. It'll open it's mouth, and you can stick the food right in there. If it's too weak though, there may be a chance that you would have to force it's mouth open a little. I just stick my fingernail in between to get it open.

You might want to focus on getting it in a warm, safe place, as well though. Could also be freezing to death, on top of starving.
