Pictures can be misleading sometimes, but look at the length of the front toe compared to the length of the back toe in your picture. The back toe looks longer, instead of both of them being about equal. It creates the impression that the front toe has been cut off near the first joint. Look at the two front toes on the foot that's closest to the camera. The inner toe looks like it's the same length or slightly longer than the outer one, instead of having a longer outer toe and a shorter inner toe. Of course if this is a birth defect there might be more abnormalities in the foot than just the missing toenails, and that could be the reason the toes look odd. I can't see enough of the other foot to tell what's going on with it. ParrotWhisperer wrote:

The foot problem probably doesn't cause him any pain, and if he can perch and get around all right it's not a big deal. He wouldn't be a good breeder but you probably weren't planning to do that anyway. If it's a genetic problem you don't want to pass it to future generations. Even if it's not a genetic problem, it's likely that he couldn't grip the hen's back well enough to mate successfully. Some birds won't eat for 3 days. They'll survive, but it's not good for them. I still don't have any names. What are you looking for? Something short? Or unique? A name that suits him lol
