Boards vary in their management policies, and the ones that work the best are the ones that do something reasonable when people start behaving badly, but don't worry about petty issues that don't cause any real harm.
Excessive restrictions cause problems. I've also seen bird boards that fell apart because they weren't restrictive enough and allowed disruptive behavior. This resulted in a series of wars that always ended with a bunch of people quitting, and after a few years of this there weren't enough members left to keep the board going.
