Now, let's start here. We all know that sometimes, I can be a little too eager and can go on a kick about one thing. Like the conure. And sometimes, I can get ahead of myself and not think things though thoroughly. Because of the divorce, there can be some miscommunication and my father's '4 birds only rule' was overlooked/forgotten. The only solution would be to either keep the conure at my mother's or keep the budgies at her house and have the conure here. I go to both houses about as equally as a week can be split, but neither the conure nor the budgies would be getting adequate attention since she is a clean fanatic and would not take them out or interact with them.
So, I am making the decision that's best for my current flock and holding off on getting one. I am very happy with my little flock, and though I am constantly looking for new things to learn about, perhaps I can direct my attention to a parrot rescue center, where I can still interact with the birds, but not have the house unfettered with feathers.
